But is it selected? Windows will install the latest device driver and
select it. Then you have to switch it back to the version you want.

Also while you are in Device Manager, make sure that the COM port
assigned to the programming cable didn't change. CHIRP remembers and
selects the last port used even if it is no longer available. When
this happens, you have to switch CHIRP to the new port.

If the v3.2.0.0 device driver is still selected and CHIRP is set to
the correct port and it still doesn't work, then what is the exact
error message (or attach a debug.log file)?
