[chirp_users] CHIRP Doesn't Work

One thing that helped me was to make sure all drivers were updated in Windows Device Manager.  There were serial devices that needed to be updated for Chirp to work for me.

After reading the extensive FAQ and Wiki Help information, most “problems” are solved.
