[chirp_users] Default Service Settings for Baofeng UV5R

[Lucas Frykholm]

Ok I did do a little research and most sites have suggested 6 or 8
increment spacing. I would like my radio set up to where I have the best
possible operation. I'll see what others say. Thanks Chris.
