[chirp_users] 64-bit Python.app for macOS 10.15 Catalina

Can MacOS use a standard Python installation just like everyone else?
If not, the update of the KK7DS runtime is really important.  Right now it’s just a bit of an annoyance, and things are already slowly breaking. 
But it will  no doubt feaster into something much bigger.
