[chirp_users] 64-bit Python.app for macOS 10.15 Catalina

Will there be a 64-bit version of the Python app in the KK7DS Python
runtime or should Mac users just update the version of Python that they're
running on their own to keep Chirp working when updating to macOS 10.15?
