[chirp_users] 64-bit Python.app for macOS 10.15 Catalina

Hi Jeff,

I just upgraded my 2014 MacBook Pro to Catalina (10.15), and was shocked to
see that none of my 32-bit software would work.
Luckily, I use Windows 10 running on BootCamp on the Mac for all my radio
programming software, so CHIRP was not affected
for me.
