[chirp_users] 64-bit Python.app for macOS 10.15 Catalina

FYI... I installed macOS 10.15 Catalina and Chirp will not open. I did the
security thing to all it to open, but it just doesn't open. This is with
the latest build "chirp-daily-20190925.app".

Should I install a 64-bit version of Python?
