[chirp_users] Release File

Trying to add the chirp repository to Ubuntu 19.10.  Keep getting this  
error: E: The repository  
'http://ppa.launchpad.net/dansmith/chirp-snapshots/ubuntu eoan  
Release' does not have a Release file.
N: Updating from such a repository can't be done securely, and is  
therefore disabled by default.

Have searched on the internet for answers but none have worked.   
Wondering if anyone else has seen this and, if so, managed to find a  
solution
