Phil,
Seeing how you have not gotten this to work on any Baofengs, I would start 
considering the cable, like the chip is bad or it has a short in it.
Can you check the cable?
Or, borrow one from someone to eliminate that possibility, or perhaps spend 
a few bucks and buy another?
