[chirp_users] Yaesu FT-70D, NO BNK

Downloaded current version of Chirp today, 8/31/2019. Made a few revisions
and uploaded to radio. Memory channels uploaded okay but no longer have
access to memory banks.  Memory bank names still in radio but unable to
access banks or assign a memory channel to a bank. Files saved earlier this
year gave access to memory banks.
