Neither 787.314 or 109.747 are valid settings (they are out of the
radios factory 130.000-180.000 MHz and 400.000-521.000 MHz band
limits. They also don't conform to a valid STEP -- 2.5k, 5.0K, 6.25K,
10.0K, etc). Under normal circumstances CHIRP won't let you enter them
directly into the spreadsheet style memory editor.

Do you have the keypad locked (a little key symbol to the left of the
battery level indicator)? The keypad lock is toggled on and off by a
long press of the [#] key or automatically activated by a setting in
the factory and CHIRP programming software?

The menu 40 (RESET) is not a "full" reset. It basically only erases
the 128 memories, programs channels 0 and 128 to the firmware defaults
and sets the menus to their firmware defaults (which are not the same
as they were from the factory. Any other corrupted memory that could
be affecting the radio would not be "reset".

The only "master reset" is to upload the very first successful
download that you made and stored as a backup. If you didn't keep a
copy of your first successful download as a "backup" for just such
problems, your best bet is to find someone that the exact "real"
firmware version (not the "fake" firmware version that show when the
radio is powered on while the [3] key is pressed) which can only be
determined using CHIRP.

Upload an older "good" image from this radio or an image from another
radio with the exact same firmware version.
