[chirp_users] chirp on Chromebook

The following command from the Chromebook command line will get you up and
going from
what I can see:

    dev_install

You will need to be in developer mode, google it as it may be different
based on your rev
level of ChromeOS.

Also in the Chrome Web store there is Python. Here is the URL:
