[chirp_users] Export

I program my repeaters and simplex frequencies in groups.
I start every group at 01, 11, 21, 31, etc etc
So when it exports to my CSV file it skips empty one and it's hard to
visually make out where my groups are. It's no big deal. I found a work
around. I was just wondering.
