[chirp_users] QYT KT8900 startup channels

Thanks Jim! I thought for sure it used to "remember" the B channel but it
looks like you're right (as usual - really appreciate your help on here). I
went back and grabbed a CHIRP build from January and it still behaved the
same way. You're correct also that it remembers the A channel but not B.
