In Canada that frequency is listed as Mobile service,

but it still requires a licence and the equipment to be type-approved. 
If it is FCC type approved it is most likely IC type approved since labs
are usually accredited for both. Does anybody know?

Industry Canada are pretty tough out in BC and have levied fines and
confiscation in the past for violations. I wish we had those guys here
in the East where people can get away with anything.  We had some
commercial users on the input of our ham repeater and the local Spectrum
Management Officer just told us to put PL on our repeater!
