[chirp_users] CSV file.

The answer to my question is pretty apparent, but I want to double check.

In the CSV file I'm assuming that some, most or all of the numeric columns
cannot be blank or set to zero. Example:

Changing tone mode to (None) in Chirp is blank in csv.
However if I change rToneFreq, cToneFreq which are now unused to 0 or blank
I get an error when importing.

So when tone mode is set to none rToneFreq cToneFreq are simply ignored?
