[chirp_users] Offset not set on 70cm for an IC-7100

Hi, I tried to do some research on this question... nothing found so far.
I'm using chirp with an IC-7100 I just bought and the interface with chirp
is working fine except for the fact that 440mhz / 70cm memories I paste in
are not updating in the radio with the right Offset. They are all default
ot a 600 hz offset like a 2 meter standard. I thought it might be the
default offset for each band in the IC-7100 so I made sure 440 has a 5mhz
offset, but still when I paste a frequency set as imported from RFinder
(for example) none of the 440 offsets are set on those repeaters.
I do notice that the Offset isn't a column when you download the memories
from the IC-7100. This implies that you can't specifically set the Offset
using chirp? Or maybe when you paste in memories to the IC-7100, the
IC-7100 won't set the offset based on the receive frequency setting when
the duplex is set to + or -. The duplex setting is getting set.
Hopefully this isn't a RTFM or RTF-Chirp-M question!
