The 1FP3-25 radio is a radio with 3 power levels (similar to a Baofeng
BF-F8HP). The radio with 1FB297 is a radio with 2 power levels
(similar to a Baofeng UV-5R).

The better thing to do would have been to add his "user" to the
"dialout" group as described on the "Running under Linux" page.

Sounds like you may not running the latest CHIRP. Did you add the
repository and install CHIRP as described on the "Running under Linux"
page or did you make the mistake of installing from the Ubuntu
software manager?
