[chirp_users] Baofeng UV-5RTP

One more update on this.  I made the change in the uv5r.py driver file and
the download/upload to the UV-5RTP worked just fine with the radio type set
as BF-F8HP .  A happy bonus was that the upload/download to the UV-5R5
worked fine also.  In CHIRP I set three different channels to low, medium
and high - the UV-5R5 just interpreted the "medium" setting as "low" (but
interestingly enough when I turned around and did a read from the radio it
still read the medium channel as set to medium in CHIRP).
