[chirp_users] Duplex "off" option

I hadnt noticed  OFF.


i just tried that on my 3tpiii and confirm tx is BLOCKED. nothing happens when you key up. Great :-)

time to change a few more memorys lol......

If "duplex off" doesn't work on a radio, it is a bug and should be
reported. The selection should only appear on radio models that it
works on. Otherwise, something will think they've disabled TX when it
isn't.
