[chirp_users] Duplex "off" option

I have the Baofeng 82-hp.  After reading the conversation below, I set my radio on a local police frequency that is programed with “Duplex” set to None and tested it to make sure I wouldn’t transmit on it.  I pressed the transmit button and the red light on top came on  and the transmit indicator on the screen  showed it was transmitting.  From what I have read that means it is transmitting.  Wouldn’t the radio transmit if I only selected “split”?
