[chirp_users] Duplex "off" option

Simple test press the tx an see if your red indicator light come on (if not
it is not broadcasting)
but I have noticed in some cases (if before you set it to off) it was at +
or -, it will not reset to that same + or -, it will go to o in some
repeater cases that need that + or - setting an the off set factor.
