[chirp_users] PL tone 146.3 not available to use

Chirp only supports standard tones.

Baofeng radios scroll through the standard tones when using the up/down 
arrow keys but you can manually enter any CTCSS  tone from 60.0 to 259.9 
Hz in 0.1 Hz steps.
If you wanted to enter 146.3 you would enter 1463 instead of using the 
up/down keys.

I'm not sure what Chirp does if you manually program a channel in the 
radio with a non standard tone and then read the radio with Chirp.
