It sounds to me like it could be a couple of things.
1. the v3.2.0.0 device driver installed and/or selected. You not know
have to installed it, but is also has to be selected. I have 4
different versions installed for testing.
2. Something else has COM3 in use. Use Device Manager to move the
programming cable's assigned COM port to another one that is
available.
If I were going to bet on one or the other, it would be #1.
