[chirp_users] Baofeng Radio Help

Donie,
Had same happen here on my UV5R & finally found out that they either changed frequencies or went digital (P25, NAM, Etc. Tones).  If they went Digital but stayed on same freq. all I'd hear was garbled audio................Bill

  I have used CHIRP to program Baofeng UV5R with my local First Responder frequencies. However, I still cannot pick them up. Does anyone have any advice on what I am doing wrong or suggestions for me to try?
