Chirp is written in Python. It's easy to learn and work with, plus for
making small changes you barely need to understand the language
anyway. Lots of tutorials on the web, like this one:

Windows will be fine for development. Start with a code editor of your
choice (lots of folks default to notepad++ or Atom these days), and
get Mercurial:

Then follow the instructions on this wiki page:

Specifically, use the TortoiseHG tool to download ("clone") the chirp
