[chirp_users] Help with opening chirp program

I assume you download the "installer" version. You would right-click
it in the download folder and choose "Run as administrator" to install
CHIRP. CHIRP will create its own folders under the Program Files
folder structure.

If you downloaded the ZIP version (for advanced users), you would
extract it into a folder of your choice and execute the "chirpw.exe"
file to "run" CHIRP.
