[chirp_users] Not always DIALOUT

I imagine your setup is going to be a bit of a hybrid but it's strange 
that if you're running Xubuntu, it's not using the usual "dialout" 
group.  A long time ago, it was the "uucp" or "cu" groups to get you 
serial access.
