[chirp_users] Can't install chirp on Ubuntu 16.10

It's not Ubuntu 16, as that is what I am running, and I updated last night.

I did try to install chirp-daily.

This is what happens:

$ sudo apt-get update

...loads all the other stuff with no errors...
