[chirp_users] Can't install chirp on Ubuntu 16.10

I did try to install chirp-daily.

This is what happens:

$ sudo apt-get update

...loads all the other stuff with no errors...

Err:11 http://ppa.launchpad.net/dansmith/chirp-snapshots/ubuntu 
yakkety/main i386 Packages
   404  Not Found
