It is not weird. It is how they work. You cannot change the power
level of a programmed channel. You can only temporarily toggle it
between power levels with the [#] key. To change it permanently, you
have to either reprogram it with software or erase and reprogram at
the radio. All the UV-5R/UV-82 type radios behave this way.
