[chirp_users] Default settings for programming

You can click on any memory row, to highlight it, then press Ctrl-A to
highlight them all, and then click the [Properties] button to allow
you to set them all to "skip" at once.

Then Ctrl-click the "few" memory rows to highlight the ones that you
want to "scan" and click the [Properties] button to remove the "skip"
from just these memories all at once.
