[chirp_users] Chirp and Icom IC-7200

First bunch of test done, I have some detail:
- 7200 is (supposed to be) supported
- communication through usb cable is possible, no need for serial CIV
interface
- chirp can recognize 7200 during icom autodetect, this confirm it can
communicate with radio
- it does not get any answer from radio when requesting memories
So,
yes sir we have a bug.
I start debugging this now, please open a bug issue on chirp site in
this while so we can trace it.
