Excellent !! This is the most universally-relevant posting I recall seeing. Helping a ham in need is commendable, but this potentially helps us all.

Each VFO will only scan between the limits that are set for the
currently selected BAND. So to limit the VFO scanning range you would
use CHIRP to adjust the limits of the appropriate BAND. The band
limits are only adjustable in 1 MHz increments and the upper band
limit always includes its whole 1 MHz (actually .9975 MHz) range of
frequencies.
So to scan from 146.000 to 148.000 MHz you would use CHIRP to set the
VHF lower band limit to 146 and the VHF upper band limit to 147 (not
148). This will allow either VFO with menu 33 (BAND) set to VHF to
scan from 146.0000 MHz through 147.9975 MHz.
So to scan from 462.000 to 463.000 MHz (the smallest range possible)
you would use CHIRP to set the UHF lower band limit to 462 and the UHF
upper band limit to 462 (not 463). This will allow either VFO with
menu 33 (BAND) set to UHF to scan from 462.0000 MHz through 462.9975
MHz.
