[chirp_users] 20160209 Build Issue

Well, I had some success. Even though the Prolific device did not show up
under device manager, but I was able to down load and up load to the radio.

BUT, with the 02/09/16 build, I was not able to copy the Special Memories.
Sure would like to be able to do that and paste back.
