[chirp_users] 20150814 reports as old, PPA trusty lists as latest

Ah, I see!

So previously we were not notifying users of the daily builds that new
versions were available. With the recent move to drop the stable/stale
build, I told the server to start doing so. That means that the clients
all got a new-version notification since they never were before.

The thing that probably didn't happen correctly is matching the version
reported by the client to the version the server knows is now available,
so people on 20150814 got a notice for the same version.

So, I'll take a look at that and see if I can tighten it up.
