[chirp_users] trying to load and access chirp software

There should be a chirpw.exe file that starts the program (On my Win8.1 
"C:\Program Files (x86)\CHIRP\chirpw.exe")

You can usually hit the windows key and start typing the command name 
and the system will find the EXE.
