[chirp_users] Chirp on Android

Every windows tablet works fine, it's windows.
Android is the point here.
As i said, we already have boat/plain tracking through SDR chips, we can 
use SDR itself, we can even program radios by Bluetooth commands 
(repeater book).
Chirp port to Android will be the tricky part for me.
