[chirp_users] Tyt Th-9000d import csv turn off TX

Hi James, I can't be certain this will work for your particular radio but
if you activate the letter s in the skip column in chirp that may
accomplish what you are trying to do. that indicates to the radio not to
transmit on that frequency. hope this helps.
