[chirp_users] Are Baofeng & Wouxun FCC compliant?

Hi Bob,

I own several Wouxun radios and all of them will transmit out of band.
Police, fire, air traffic, you name it.  During an emergency, anything is
allowed, so I'm actually glad to have them.  But it's also possible to buy
radios here (depends on where you buy them) that are only in-band radios
for ham.  If you go to places in Canada, you can get the other kind (where
I got mine), and they still all have the FCC compliant label on them.
