Menu 10 (R-DCS), 11 (R-CTCS), 12 (T-DCS), and 13 (T-CTCS) can only be
used to set the DCS code or CTCSS tone when using the radio in VFO
(frequency) mode. When the radio is in MR (channel) mode, these menus
are "read only". In other words, when the radio is in MR mode these
menus can only be used to "see" what has been programmed into a
channel, they cannot be use to change the value.

None of the parameters of a memory channel can be changed from MR
mode. Only T-DCS, T-CTCS and the TX frequency can be updated in VFO
mode by settings up T-DCS or T-CTCS plus the TX frequency in the VFO
and then writing them to the target memory channel using menu 2
(MEM-CH). If you need to change any other parameter of a channel, the
channel must be erased using menu 28 (DEL-CH) and completely
reprogrammed from scratch. Note: The TX power level can temporarily
changed by tapping the [#] key.

You have to remember that these radios are designed to be used as
commercial radios where it is not desired to have the user change the
programmed channel parameters.
