[chirp_users] Problems with Windows 8.1

Still does not work.  To check, I uninstalled the Prolific 3_2_0_0 driver
on my good W7 machine, followed your instructions, re installed, and
everything worked fine.

I then used the SAME procedures and driver on the W8.1 machine and got the
same dang error.  Im sure its something specific to W8.1 or my
Dell 630 Laptop, but its still eluding me.

Since I can program with Chirp on my UV-3R and W7 machine, I will leave it
with that. Thanks for trying.
