[chirp_users] Baofeng UV-5R and settings/squelch_levels

The problem is NOT chirp. chirp runs fine on my W8.1

The problem is the USB to Serial driver.  Which operates
fine on my W7 machine.

The driver error message on the W8.1 machine is:

This device cannot start. (Code 10)
{Not Enough Quota}
Not enough virtual memory or paging file quota is available to complete the
specified operation.
