[chirp_users] Baofeng cable

The same thing happened to me during several attempts to connect my laptop
to the F8HP. After several days of flailing about I discovered that I was
not completely connecting the cable to the F8HP port -- I need to "force"
the cable into the port; make sure that it is pushed in all the way and
properly seated. I have not had any problems since then.
