[chirp_users] How to reinstate radio instructions

Thanks Jim, knew it had to be pretty simple.
Maybe a menu item in the program to reinstate the feature would be handy.
I started with one yaesu handheld and didn't need to be reminded over 
and over so disabled it.
A couple of cables and a few more machines and needed that ability back 
again.
