[chirp_users] importing CSV

Is there a question in here? Not sure exactly what you need.

If you haven't yet, you might want to read the Chrip CSV guide:
http://chirp.danplanet.com/projects/chirp/wiki/CSV_HowTo

If you're looking for a project, learning a programming language may help
you with all this data manipulation. Cross-referencing data sources is
something that would be pretty quick to automate with a programming
language.
