[chirp_users] CHIRP activation issue

Referring to http://www.miklor.com/COM/UV_CHIRP.php
There's is a section that states:

"A new Windows 8 feature is "SmartScreen" which may block CHIRP from loading. If this occurs, SmartScreen can be disabled by:
Opening "Windows Action Center" and "Change Windows SmartScreen" settings."

Is this possibly the issue?
