[chirp_users] CHIRP won't open (UV-82) (Robin)

Hey Robin,
I am also new to the Baofeng. I have just found the problem answer that
drove me crazy. By lengthy elimanation I finally found the problem was NOT
with the radio, cable or software. By sheer stumbling luck I finally found
that when the radio would program perfectly it was immediately AFTER a PC
Restart. Now if my UV5R wont PC program, I just restart my PC and boom all
works correctly.
