[chirp_users] CHIRP won't open (UV-82) (Robin)

Hello Robin,

I have a UV-82X (same as UV-82 but the 2M/1M version) and I successfully
programmed everything into it.  There is a disc provided with the cable,
which has some drivers and a program (albeit in Chinese!) for programming
info.  If I recall, I tried installing everything from the disc first and
then tried installing with chirp and it worked without a hitch.  I wonder
if it might work if you have everything installed from the disc and then
installed chirp?  It might be a long shot, but it may be worth trying.
 It's the only thing I can think of that I did differently.
