The FTDI provided serial driver you are using has an upload output buffer overflow bug. The FTDI serial driver output buffer overflow bug has always been there. Now though, Apple has improved the OS X 10.9 Mavericks security by detecting the FFTDI serial driver output buffer overflow bug by shutting down the CHIRP app during upload.

The good news is that Apple now provides a new built-in serial driver with OS X 10.9 Mavericks. Apple’s OS X 10.9 Mavericks serial driver does indeed work flawlessly. The fix for your problem is as-simplle-as 1-2-3, as follows:
Select Radio menu => Download From Radio menu item.
Within the Radio dialog (below), for the serial Port select Apple’s serial driver: /dev/cu.usbserial-A702RBLF 
Then click the OK button.


       Note:	you only have to select Apple’s serial port driver once. The Apple serial driver 
		will be available for all future HT repeater memory data transfers.
